The basic EMAS registration procedures have been described in Article 6 of EMAS Regulation, and the details on the Polish procedure have been included in the legal acts that introduced EMAS Regulation to Poland (see legal regulations).
The organization that implemented an environmental management system in accordance with ISO 14001, meets the requirements of legal compliance and developed the environmental statement approved by accredited EMAS verifier, can submit the EMAS registration application to the relevant voivod (competent body). The application should be in line with the template defined in Minister of Environment Regulation dated 23 April 2004 on the scope of data to be included in the regional register and the application template for registration of organization in a regional register (Dz.U.04.94.931)
After formal checking of the application by the voivod to see if:
- the application is complete,
- the attached environmental statement was approved by the accredited verifier (verifier’s signature and accreditation number, scope of accreditation)
- data regarding the scope of registration and environmental aspects included in environmental statement are coherent with the data in the application,
- the fee has been calculated,
- organization meets the requirement of legal compliance
the voivod informs organization about accepting the application and calls for making payment of registration fee. When the registration fee is paid, the voivod assigns the registration number and registers the organization in the regional register. Promtly, not later than 7 days voivod informs the organization and the Minister of Environment about the registry. Moreover, the voivod publicly announces that the organization’s environmental statement was put into the register.
After being given the information from voivod on organization registering, Minister of Environment makes relevant changes in the national registry. In case of new register the organization is given a number and is informed about the number on writing. Form that moment organization has the privilege to use EMAS logo. Minister of Environment also informs European Commission about all changes concerning registered organizations. That information is send every month.
